LI Guoxiang was born in Penglai, Shangdong in July, 1965. He is a professor and an advisor for PH. D. of School of Energy and Power Engineering, Shandong University. And he is the president of Engine Research Institute in Shandong Province. He is the standing director of Chinese Society for Internal Combustion Engine(CSICE), the director of Basic Parts Sub-society of CSICE, and the vice president and secretary general of Shandong Society for Internal Combustion Engine.

He is mainly engaged in research in emission control and reliability improvement of internal combustion engines and hybrid power new energy vehicle. His team has completed 8 sub-projects of National High-tech R&D Program (863 program) of China, 2 National Science and Technology Programs of China, and has participated in 5 National High-tech R&D Programs of China and 1 National Natural Science Foundation of China. He has developed close technology cooperation with enterprises since the start of 13th Five-Year Plan of China. His scientific research achievement has brought significant economic and social effects. He has won 1 first-class National Scientific and Technological Progress Award(ranking 5),a special-class Mechanical Industrial Scientific and Technological Progress Award, and a first-class Technological Progress Award of Shandong Province. Over 80 of his academic papers are collected by SCI and EI. And he has been granted 12 national invention patents in China.
